You would need to provide a hyperlink to the file. That can be done from the article editor. There should be a button on the editors tool bar like a "link" symbol. That will create the link and allow you to select the file you want. At this point you can also select, upload the file, then link to it, but per my other post, you have to check Joomla allows the MIME and file extension type.

Another way would be to use a download manager, depending on if this is an ongoing thing or just a one-off. Use a download manager such as Phoca Download for instance: https://extensions.joomla.org/extension/phoca-download/.

Is the need to download zip (or other) files by users a one-off occasion, or something that will be needed repeatedly?
